Is it manipulated by the contracted call center so that they may bill the telco more. It is usually the case with technicians from big telcos to drag their feet on the job. Reasons may range from poor pay, too much work, undermanned or the technicians are strolling around. I guess one has to be persistent in calling them to get results! What an inefficient system !
